Every other comment to this point seems to assume that you're playing FNV, but I say it depends greatly on the game. FO1 you're going to want both, guns for early-mid game and energy for late game. FO2 is pretty balanced, you can really go either way; but there are relatively few energy weapons early on, so you have to pair it with something else, while small guns remain excellent throughout the whole game.FO3 I'd give the edge to energy, just because A3-21's Plasma Rifle is available so early on in the game for relatively little effort, and will far surpass almost any other gun you can acquire that quickly and easily. Later on, most of the really fun toys from the DLC are energy weapons (Gauss, Tesla, MPLX Novasurge, and alien weapons). There are definitely some good small guns in FO3, and to be fair, gun ammo is far easier to find than energy ammo, at least until the Enclave show up.Guns are just all-around better in FNV, though.
Obsidian took pains to make sure you can get energy weapons and ammo earlier in the game, but most energy weapons are relatively weak as they rely on doing decent DPS with middle-damage shots, whereas guns gives you better options with higher DPS/lower DAM or excellent DAM/lower DPS, which lets you kill things much faster as long as you use the right gun on the right enemy. Most of the really good energy weapons in FNV tend to break easily, weigh a ton, and are relatively cumbersome as well.
I'm pretty sure this was added by a mod (probably FOOK), but in FO3 I found a shotgun that not only does high damage, it will knock back any enemy. If they're close and you score a critical hit, it will send them flying dozens of feet in the air.
It works on robots, super mutants, Enclave troopers, everyone. It almost feels like cheating, but it looks so cool I can't bring myself to stop using it.But aside from that, I think it's better to keep a balanced build between guns, energy weapons and melee. You're an adventurer and scavenger, after all. You never know what you'll run across next, and you gotta be prepared for everything. Energy Weapons, in general (for me) seem to have better damage to strength requirement ratios.

They do high damage and you can aim pretty well with only 1 or 2 strength. If you're doing a scientist build (or in my case a LUCKY scientist) - as in, Low STR, high INT, PER, LCK, energy weapons are going to do more for you earlier. I'm fairly certain their effectiveness is tied to PER, and Guns are tied to AGI.So I'll level EW up first, but eventually their both going to have points, since my favourite combo is the fully upgraded Laser Rifle, and A Light Shining in Darkness.
