He seems to be locked in the basement of the Mystic Emporium (according to the map marker that is telling me to go there) except the door that leads to him is locked and he is NOT coming out!Googling 'Oblivion Aurelinwae missing' only gives unrelated results which all results were missing the word 'missing' and when I told Google to force include 'missing', all I got were junk results!There seems to be no information regarding this character being missing!!!What am I doing wrong?. Are you using any mods? If so, list what mods you're using. Have you tried unlocking the door to the basement and see if she's down there?
You can do this by either lockpicking or using the console comand 'unlock'. She may have gotten bugged into the basement cell (either from a mod conflict or a random oblivion bug), and unlocking the door should allow her to spawn and follow her regular schedule of headed upstairs.
